Turley joins team announced for Carpenters Estate regeneration’s Phase 3 – Station Quarter

Working with Populo Living, we are supporting Metropolitan Workshop’s consortium of companies for the next phase of London’s largest regeneration project.

We are providing expert Planning services for Phase 3 – Station Quarter, the third phase of Newham’s regeneration of the Carpenters Estate. This will see a new neighbourhood take shape on the estate with c.500 homes in three towers, on the doorstep of Stratford Station.

We join architects Metropolitan Workshop, appointed as lead designer, project managers Buro Four, landscape designers LDA Design, engineers Pell Frischmann, and cost consultant Cumming Group.

Station Quarter is the third phase on the Carpenters project, one of London’s most ambitious estate regenerations delivered by Populo Living for the London Borough of Newham.

Associate Director, Planning, Alice Yau said:

“We’re delighted to be supporting Populo Living and Metropolitan Workshop on this important next phase of the Carpenters Estate regeneration. Station Quarter represents a significant opportunity to create a distinctive new gateway to Stratford – delivering high-quality homes and welcoming public spaces that can create a thriving community.

“We’re proud to be building on our ongoing planning support for the estate, including securing consent for a range of temporary uses and community spaces that have helped revitalise the area ahead of regeneration. We look forward to continuing to work with Populo Living, the wider design team, the council and local stakeholders as the proposals evolve.”

Rokhsana Fiaz, Mayor of Newham said:

“As the Carpenters Estate evolves, Station Quarter will be transformative, serving as a vibrant, buzzing new gateway between the estate and the station.

“We’ll continue to work closely with local people to ensure the development serves the needs of the community, while delivering an inclusive, green and innovative local economy that opens opportunities for everyone in Newham.”

Nick Clough, Carpenters Project Director at Populo Living said:

“Station Quarter will bring a new neighbourhood to the Carpenters Estate, creating a dynamic new high street, with residential towers above marking this new gateway to Stratford. These new homes will benefit from the fantastic transport links and the Olympic Park being on their doorstep. Shops, restaurants, and a community pub will create an exciting local destination for this new piece of Stratford.”

Making the most of its proximity to Stratford Station and the new Gibbins Road entrance, Station Quarter will be a dynamic new neighbourhood for the Carpenters Estate. Three towers of between 15 to 30 floors (to be confirmed during the design process) will flank a new high street with commercial outlets, including a new pub, creating a gateway from the station into the estate.

As well as focusing on creating an inviting place to live, the project will rationalise the street layout and improve pedestrian flow around the area. Depending on the final design it is expected that Station Quarter will provide approximately 500 new homes, with a mix of new affordable housing and private rental market to capitalise on its proximity to the station.

Submissions had to demonstrate visionary design and evidence how each company would deliver social value, in line with Newham’s commitment to Community Wealth Building, ensuring that development benefits existing communities as well as the future ones. Metropolitan Workshop was selected for its ability to realise Populo Living’s vision for a bold and welcoming gateway to the Carpenters Estate – a distinctive new neighbourhood defined by generous spaces, high-quality homes, and strong connections between people, place, and the wider Stratford context.
