Torbay residents and businesses invited to view and comment on exciting plans for Torquay’s harbourside

Turley is providing expert Planning and Strategic Communications services for the project on behalf of Torbay Council who, in partnership with Willmott Dixon and Milligan, has launched a public consultation on exciting plans to redevelop the northern side of The Strand on Torquay’s harbourside.

The multi-million-pound development, which stretches along Torquay’s picturesque harbourside will transform the area into a welcoming destination, that will attract new visitors and offer year-round employment opportunities for local people.

The published proposals look to deliver a c.154-bedroom boutique hotel including a rooftop terrace and ground floor space for food, drink and retail uses that promote the best of Devon. The design features a sweeping staircase that would better connect the harbourside with The Terrace and complement recently completed harbourside public realm works.

Over the past few months, the team working on the design have been taking inspiration from Torbay’s Victorian heritage and the golden era of travel when the area was celebrated as a luxurious seaside destination. The evolving vision has sought to reintroduce a new sense of grandeur, combining historical charm with contemporary elegance to create a dynamic and inviting destination for local people and visitors.

Key design elements include:

  • A new ‘Riviera Heyday’ hotel 
  • Rooftop bar and restaurant
  • Active frontages and dining terrace
  • Landscaped connection between The Terrace, harbourside and retail centre
  • Retaining the character of No 7 Strand and the original Grade II listed building, No 8 Strand

Until Friday 25 July, residents of all ages and local businesses will be able to view and comment on the proposals ahead of a planning application being prepared and submitted in the autumn.

There are online and in-person opportunities for people to get involved and shape the future of The Strand.
